Should have chosen a different belt that’s more interesting
Between the belt and the ruffles round the neck it looks dowdy.
This is my favourite. This is how I would dress for the occasion (not that I will ever…)

I think this is very elegant, not just another boring black dress.
I’m fine with the belt. The neck is killing me. It draws the eyes to her face, which, frankly, looks tanned and made up to an almost petrified (as in petrified wood) state. Had she worn, say, tiny sleeves and a v- or scoop-neck, this might be good on her.
