I think for a dress of that length it’s wonderful, but I’d do away with the sleeves. They make it look way too casual and unfinished. Also I adore the colour. Nice and vivid. I can see this with black, and blues are never vivid enough to pair properly with blue so that’s saying something.
Still, not a fan of the pencil skirt. It looks bad on my favourite kinds of skirt-wearing people.
