My guess is that it’s just a cut-gone-wrong kind of deal. Maybe the bottoms were supposed to have some sort of high-waist double tie thing going on for a sexy attempt, but in this case, the lower “tie” was cut pretty wide, making it look like a second pair of bottoms.

Sorry, can’t unconfuse you – at first I thought: “well, this is just a basic black bikini?”. Looks strange, but I’ve seen worse: the horrible jeans WITH something that looks like jeans thong attached to it. (I think I’ve seen here some place..)
