I was confused at this as much as you, and I’m 13. xD
But I decided to think of how it COULD be worn!
If you wore it and put a jacket over top so it looks like you have a grey camisole underneath or something, and wear a short miniskirt over the bottom so they look like leggings with some heels or flats.
…At least I tried to give them the benefit of doubt.
