what about with leggings? Provided they are not seethrough at all, and the skirt covers at least that area where the thighs touch?

Easy.
For a skirt with no underskirt/slip or petticoat:
Don the skirt or dress. Sit in a chair. Spread your knees as wide as the skirt will allow, or does not feel uncomfortable. Have a friend get down with eyes on the level of your knees and look toward your crotch. If the friend can see between your thighs, the skirt is too short.
If an underskirt/slip is to be worn:
Don the slip and the skirt or dress. Stand up. Raise your arms and bend over as far as you can. For a waist-supported skirt, the arms do not need to be raised. Just bend over as far as you can. If a friend, eyes on a level with your butt, can see your butt-creases, the dress or skirt is too short.
A slip/underskirt should be a little fuller around the bottom hem than the skirt. This provides cloth to hang down between your thighs to prevent peeks if the skirt does not hang over your knees.
Just imagine going without any drawers (panties, knickers, undershorts), full-commando, just like all women did until a hundred or two years ago. How long would you insist your skirts to be?

I don't think it is too bad, but if you can see her knickers when she sits it is too short. My rule is you need to be able to walk up stairs, sit, and cross your legs without worry. Generally 3-4 inches above the knee, but this is only if it is a fitted skirt, a longer skirt should be 1-3 inches above the knee... they flare.

There's one important thing to consider here. People are free to wear what they want. Because people are different and the world is free. Or at least it should be.

I think there are two important factors to consider: tights and the quality of the legs being showcased, lol. If you have fantastic legs, I think the bending-over-and-not-seeing-underwear rule is enough. But if you don't have the greatest legs, then a super-short skirt just isn't flattering and a knee-length would be sexier.

I'm a bit more liberal when it comes to the short skirt, and it's solely because I'm proud of my legs. I said it. But when I do wear a short skirt, I wear a loose and all-covering top. Too short, for me, is when you sit down and your bare ass is on the chair, which I'd consider unhygienic.

I have a very specific too-short rule. There's that point where your thighs touch, and skirts should cover that. It will vary from person to person, but that seems to work well. I usually wear knee-length because I'm so tall that short skirts are a whole lot of leg.

It really does depend on the age. (At sixteen, I can wear short-ish skirts whenever I want and not get funny looks. In 20 or maybe 10 years, I probably won't be able to get away with it.)
Also, you have to have semi-decent legs.
There's still such a thing as too short though, no matter your age/build.
Danielle Lloyd, being a model, is obviously young, gorgeous and has great legs, but her skirt is waayyy too short.

the girl in front of me on the escalators at Chancery Lane Tube station this morning was wearing pretty much a long fitted t-shirt. She looked about 19, which is the only age you can really get away with that, and was wearing about a 40 denier tight underneath, but it still was just too short- it was just skimming her knickers, for goodness sake! At half eight in the morning!

Personally? I think it all depends on the outfit. Showing too much can just look tacky, but short skirts can also look really nice. It all depends on how you can carry it off.
