I think the hair and the tights are the problem – she shouldn’t be wearing black tights with such a light dress imo. The hair is just odd too.. If she were wearing a more outlandish/overtly stylized outfit the hair would work better, it doesn’t match the dress at all!
As someone else mentioned, I don’t think it’s very appropriate to the occasion either. It’s not just what you wear, it’s where you wear it!

Great fashion. The colors works for her. Its a grand secretary look. I am not thrilled with the black hose and shoes but I don’t hate them either.
Horrible style. Style is appropriate for the occasion which this is not. She looks like she should be shopping and lunching with friends.

I’m not keen on Maggie’s style here or in general. For me she’s usually just a milder version of Chloe Sevigny.
