The rule is the least of my issues with what CeCe was wearing. I just don’t LIKE what she has on, I think the whole thing is vomitous. But as far as the rule I think some can be broken but for most women this isn’t one. I mean how often is it appropriate to show off all your “Goodies”

I like the “never both” rule–it just makes sense. Usually the goal in having a short skirt or cleavage is to draw the eye–and if you draw the eye in too many directions the effect is overwhelming instead of appealing. Its like the rule of thirds in photography and painting composition. By sticking to the rule you create something more appealing and by breaking it you overwhelm your audience.
Or think of it this way–if everyone were to break that rule we would have a ton of train wrecks.

Umm this is not the 1950′s those rules are obsolete. She looks great and it’s a hip hop awards event not some stuffy pretentious charity dinner.

Oh, she’d look so so much better if that were a mid to lower thigh length skirt. I’ve seen more offensive flaunts of the rule, but it still stands.
More importantly though, those shoes are vomitous!
